Daylight savings messes up, but has never messed up before

In our College we have about 350 staff a have never
experience a daylight savings time clich. This time
however is different. Many people who are suppose to be
at meetings are late by one hour, time in the organization
seems messed up. Some computers like mine didn't
experience the problem but others right after the daylight
savings time switched had there appointments move one hour
earlier. When viewing others calendars on one PC their
calendar appoints show earlier but on other PC's it shows
the right time. Any ideas to point me in a direction to
solve this. It must be a problem out there.
We are running Windows 98 with Office 2000 (sp1). For 98
we have different levels of service packs installed. It
seems that our newest images are giving us the problem
while the older ones aren't.

Are the locations set right, *and* have you told Windows to change to DST?

Yes, everything is set correct
It is only happening to surrogates, I believe. Is there someone our technician can call and talk to about this? It is very important. It is happening to our Chief of Staff
