Daylight saving time (DST) bug in Vista?

In Germany DST ended last night (Going from UTC+2 to UTC+1). Since then all file dates in Explorer
and CMD.exe are wrong by 1 hour.

I created the file "date.txt" yesterday at 14:29 (2:29 PM).

Output from CMD.exe:
d:\temp>dir date.txt
....
27.10.2007 13:29 78 date.txt

Powershell gives the right date:
PS D:\Temp> get-item date.txt
....
Mode LastWriteTime Length Name
---- ------------- ------ ----
-a--- 27.10.2007 14:29 78 date.txt


Did anybody else notice this behavior?

BTW I am using Vista Ultimate (English) with regional settings "German(Germany)" and Timezone:
"(GMT+01:00) Amsterdam, Berlin..."

Are you sure that will resolve the OPs issue without creating other
issues?
Such a suggestion has a potential to be bad if other important factors
are ignored.
Since we know nothing other than what the OP has said, you should get
more information before making a suggestion that may lead to disaster
if followed.
You may blindly follow Linux for now, but Linux is not right for
everyone.

A simpler solution would have been to see if the OP had all the latest
Windows Updates, particularly those dealing with the recent changes
with Daylight Savings Time.

Fact That Windows Vista Service Pack One Was Supposed To Be Released To MSDN
And Microsoft Tech Net Plus Subscriber's Back In September, Just FYI.

You did not consider essential programs and hardware that may not be
compatible.
Perhaps that works for you, but many need to research a little before
making such a change.

This reminds me of a secretary I had upgraded from 95 to 2k, she spent the
first 30 minutes adjusting her monitor and color scheme, apparently
attempting to achieve the exact shade of purple she used to have for her
mouse. After 45 minutes, she stormed into IS and threatened to quit if we
couldn't match the color. She was told to take the afternoon off "sick" and
rethink her decision.

People make stupid decisions for stupid reasons, when they feel threatened.
Kevpan has himself a serious lack of self-confidence.
