Daylight Saving Problem - Western Australia

Hi All,

I am in Western Australia....last December we brought in Daylight Saving.

MS Windows XP did not cater for this - as its new.....so brought out a patch
we could install.

It worked a treat.

However I have now installed Windows Vista Ultimate...and again there is no
setting for WA Daylight Saving.

So for the interim I set the time zone for Seoul giving me the GMT +9 as
required.

But this seems to affect the Internet Time Sync - as all I get are constant
errors no matter which server is chosen.

Is there a fix for this? Or is there a problem with the Time Sync unrelated
to the time zone chosen?

I have tried to use the Daylight Saving patch and it installs but does not

Any ideas???

looks like the most recent that Microsoft's web site calls out is KB928939:

Windows-KB928939-ENU.msi

Like I said it installed OK....but the check box didn't appear...I even
rebooted to make sure but no show.

I read the KB's and they constantly state in the small print that Vista has
all of the DST dialogs included....but I think they STILL forgot WA - Au!

It shouldn't be this difficult...

But a bit surprised that no-one else from WA has had same problem with Vista
Ultimate.

Try this:

Set your location to GMT +2.00hrs
Uninstall the 'daylight saving patch'.
Re-download and install the patch.
Reboot.
Set your location to Perth GST +8
Hopefully this time you should have the box to
tick for daylight saving.

Hi,

There is a KB929120 which also deals with Australia's Daylight Savings. It
says it is for XP though and there is no Vista version. I am not sure if the
XP version will work but you could try it.

Thanks....

Did as you suggested - although I wasn't to sure what placing on a diff
time-zone would accomplish - but it didn't work.

It really doesn't want to give me the option of Daylight Saving....

Microsoft has patched Vista for this change before they released it. It
knows when the new DST dates are and will change you Vista time accordingly.

Hi and Thanks - but that is the problem - it's not.

If I set it to Perth (GMT+8) - which is what it should be, the time is an
hour wrong and unlike all the other time zones with DST it does not include
the check box for the DST....

So not sure what to do.

Have you looked for/at a Microsoft utility called tzedit ?

Here's links to the very comprehensive MS documents on DST which
although written to deal with the US situation contains a lot of useful
information about specific applications, not just Windows itself.

This latter document contains a long set of entries for manually
correcting the settings changes for various countries and I see several
for Australia -- I didn't try to check to see if there is one for
Western Australia but if there is not you could write one based on one
of the other states, I would think.

If this last link which runs to more than one line does not work you
can either go to the document I took it from or paste the two lines

Hi,

Vista was patched for other parts of Australia that have moved their
Daylight Savings. Perth never had daylight savings until recently. It is a
different Patch.

the US when looking at upgrading the machines at work. Have you
considered calling MS? I bet you could get this one as a free support call.

Download TZEDIT and have a look at it.

It is a User Interface to editing the Registry so you don't have to
understand the programming involved, at least that is my understanding.

But probably the best bet is to use the following Australian Microsoft
document which is specifically dedicated to Perth and its problems <g>

The Windows Resource Kit that they refer to is a part of the XP CD and
is not installed automatically when you install XP. You can extract it
if you have the "real" CD and not a PC manufacturer's restore disk but
why not download it from the site I gave earlier?

You could also try Method 2 where you copy paste that text into a
Notepad file, save it with the name they give that ends in .reg and
then run it to change the registry automatically.

BTW In Method 3 for doing it manually they refer to

3. Click (GMT +9:00) Osaka, Sapporo, Tokyo, and then click OK.

and not to GMT +8:00

Please let us know how you get on.

OK...I downloaded and ran the program (TZEDIT.exe) and filled in the details
as exactly as clearly specified by the web page....however upon completion
when requested to click OK....it just comes up with a message stating

"You are not logged onto the Windows NT workstation as a member of
the user group that has the right to change the Workstations Time zone
settings"

On clicking the OK of this message it just goes back to the settings dialog
box....

Where my only other option is to cancel.

BTW - I am currently using the manual Method 3...it is set to Seoul
GMT+9....but this kinda defeats the object.

What now?

I also tried the Method 2 script

TimeZones.reg with the text pasted in a note pad file - but on following
Method 2 instructions received this message...

<Red circle with white cross>
Cannot import C:\Users\......\TimeZones.reg: The specified file is not a
registry script.
You can only import binary registry files from with the registry editor.

That sounds like not being an administrator?

Try right mouse click on TZEDIT.EXE and select Run as Administrator?

Otherwise I've no suggestions since I'm new to VISTA myself.

Well I do have one suggestion -- talk to Microsoft in Australia since
they published that article and should be able to help you.

When you get a solution please let us know what it is <s>

OK....That worked :)

Even though I was set as Administrator....I still had to do the following:

In Windows File Manager with the TZEDIT.EXE highlighted (click once on this
file)

Go to Top menu and click "File"....then "Run as Administrator"

Then you follow the complete instructions in "Method 1: Use the Tzedit.exe
utility to manually modify the time zone"

The right click method you suggested did not give me that option in any way.

Many Thanks for your help and perseverance.....

Now if only I could get the Search Function to actually find known
files..... ;-)
