i have a spreadsheet in read only and i am not allowed to change the column
size. I need to show 11/15/2007, however the column is too small for that,
so 11/15/07 will not work. How can I change the setup to allow a 2 digit year?

Read only should not prevent you from changing column widths or anything else.

You just won't be able to save those settings.

Perhaps you mean the sheet is "protected"?

Tools>Protection>Unprotect Sheet.

You may have to provide a password.
