from the database window, click Tools | Database Utilities | Switchboard
Manager, click Yes in the message box, and follow the prompts in the wizard.

or you can create a new, unbound form and add Optionbox controls, command
buttons, and whatever other controls you want, to build your own switchboard
(or "menu" form), and use write macros and/or VBA code to run it.
