access to database window

is is possible to make database window unaccessable to users (except for
admin) .so that they can use db thru swithboard.
 
Tools > Startup. Select your startup form (switchboard), and uncheck
Display Database Window. You can also make other choices (status bar,
application title, etc.) as needed.
