I have set up a test database to practice setting up a Front End/Back
End for a data base. before I apply it to the office version. I have
Access 2003 but when I go to Database Utilities, I do not find
Database Splitter.

Perhaps you need to click on the down-arrow at the bottom of the menu. It is
quite easy to split a database without the wizard. I've been doing it for so
long that I keep forgetting that there's a wizard.

Make 2 copies of the database. In one delete all the tables. In the other
leave the tables and delete everything else.. Link tables in the first one
to the second one by using File >>> Get External Data >>> Link

You need to have a full install of Access
You could do it manually
Make 2 copies of your db
copy 1 delete the tables
copy 2 delete everything else
Open copy 1
Go to File/Get External Data/Link tables
Select copy2 for the tables

If you move copy 2 you will need to relink the tables using
Tools/Database Utilities/Link table manager
