database opened exclusively by another user

I recently gave a copy of a database to another user to use on their desktop.
Whenever they try to open the database, they get a runtime error -2147467259
(80004005) and says it is opened exclusively by another user. All necessary
permissions have been established but the database still wont open. Does
anyone else get this error and how can I fix it?
