Database Conversion To A Web Based Application

Good day all, I have a general question that I need an answer for right away.
If I wanted to convert an existing database to and Web based application,
what would be the best application but simplest to use, I was thinking of
Front Page, because I don't have to put it on a server.

The issue I am having now is that I have persons who work from home, opening
the database from any of the network drives only crashes, So I put the
database on their hard drives and linked the necessary tables to the main
database on the network drive, this work but is very very very (snail) slow.
If I decided to keep this method is there a better way for faster
performance. TY.

Your question is quite fuzzy, but note that Front Page has no new version
since... a long time (Office 2000, I think, can be wrong though).

As far as doing work through internet, I suggest to use a program such as
Terminal Server to make the connection. It will be faster and somehow less
prone to damaging the database due to lost of connection at a very
innapropriate moment.
