How do I setup the dropdown menu arrow to appear inside the cell at all times?

What do you mean by "all times"?

you set it up with Data -> Validation -> List.
(But i figured you already have that)

if you want to have all cells with this list,
select all cells before entering the list.

You can't. I'd just format the DV cell to be distinct, eg dark colour
fill/white font, with possibly some text, eg: "Select from DV" in the cell
just above it.
