Data validation formula

Does anyone know why this Data Validation formula will work in a new
spreadsheet but if I put it into my risk register it won't.

=IF($O$2=$P$2,$AU$2:$AU$3,0)

Are there certain things I should be looking for or common mistakes?
 
"=IF($O$2=$P$2,$AU$2:$AU$3,0)"

what is the true result "$AU$2:$AU$3", is it sum(), count(), max(), min(),
average(), etc.. ? please specify.
