I receive the following error when booting from a cold boot NOT just a re
start.

"To help protect your computer Windows has closed this program:
Generic Host Process for Win32 Services"

I looked in services and could not find Win32 Services or Generic Host

How do I stop this error?

Generic Host Process is actually svchost.exe.

Svchost.exe is a generic host process name for services that run from dynamic-link
libraries (DLLs).

Malware can be the cause of the issue, too. Suggest you read KB314056 to
determine if that is the case. If there is an instance of svchost which
does not reveal a PID and/or a name under Services, then it's most
likely malware.
