Data Cleansing Program

Does anyone know a smart data clean-up program. I periodically have to clean
up huge datasets before it's loaded into GIS. I am looking for a program
that can recognize some irregularity patterns in the records and can fix them.
I just want to not have to fix these problems one record at a time.

I am afraid you have to define the "intelligence" involved in the detection.
