I have a merchant who emails me with a .dat attachment as an answer to a
question I submit. What program will read that file so I can see what it
contains?

The best way is to ask whoever gave you the file what application should be used to open it.

Your merchant is most likely emailing you using Outlook (not Outlook
EXPRESS) in Rich Text Format. Only Outlook can see attachments in RTF.
Ask him to change to Plain text or HTML and see if that works.
