What is it supposed to be ?

DAT files are NOT normally associated data files but some may hold Media Player data.

In that case it's probably copied from a VCD. Is the name
something like AVSEQ.DAT or AVSEQnn.DAT where nn is a
number? If so, just rename the extension to "MPG" and WMP
will play it without any difficulty.

There's no answer to this question. Unlike many other file
extensions, the extension .dat is used by several different
programs, each in its own way. So it's not a single format and
nobody can tell you how to open it without more information.

Where did you get this file?
