Dailup modem unavailable

Problem : dialup modem greyed out when attempting to set up a dialup
internet connection with connection wiz.
Does any one have an answer to this problem , other that what
KB article http://support.microsoft.com/?kbid=320558 suggests ?

Machine was upgraded from Win98SE [as per article] but none of the
fixes listed in the article have been successful.
I have tried a different modem without luck, don't want to do a
fresh install if possible
