cut then no paste

many times this happend to me on win 2000 sp3 i copy or
cut something then when trying to put it somewhere i find
out thaat the "paste" in right click menu is grey down
before u start talking about how ignorant i am i ll that i
ve tried everything crtl+v , buttons in tool bar , and
even used the norton commander for windows they simply
dont work i ll appreciate ur help

well I don't have a problem with spelling but it looks like some people have
a serious problem understanding
abbreviations (no offense) anyhow I'll explain this again.
I'm using win 2k SP3 and my problem is that the "paste"option remains grey
after I cut or copy something
windows refuses to move or copy anything even when using norton commander
for windows instead of windows explorer
