cut and paste

I changed from WIN 98 to 2000 and now I can't PASTE
anything that I COPY or CUT when working with email.
I right click on a highlighted phrase, etc., click
COPY or CUT (and yes the CUT function works - ) and then
when I go to paste it my "right click dropdown menu" only
offers a "SELECT ALL" option.
No way to paste the info. This is stupid - - REALLY
stupid, or I'm massively ignernt. Probably the latter.
