Customizing Toolbars

I can't seem to customize one of the two toolbars when using Word as an
e-mail editor for outlook2003 w/ XP. When editing an e-mail message, word
opens. I can edit the Word Toolbar but not the one that seems to be directly
linked to the e-mail message from outlook--the toolbar w/ Send, Accounts,
Importance, Options, and the like. First, is it possible to alter this
toolbar? Second, how do you do it?

I even tried using OL as the editor and changing its toolbar (which I could
do). However, this had no effect on the toolbar in Word.

Any suggestions?
