customizing Local Policy for local users

hi,
is there a way to apply "local Computer policy" for a computer that is not a
member of the domain to certain users only, and exclude or filter out
administrator..

basically, i want to have locked down settings for my childrent where they
see only few icons on the desktop and remove everything else (start menu,
files, registry, IE etc)
