Customized Table of Contents

I need to create a table of contents that picks up the info from TWO lines
Examples:
Chapter 1 (line break)
ADMINISTRATION
Section 101 (line break)
GENERAL

I want it to look like this
Chapter 1 ADMINISTRATION............................1
Section 101 GENERAL.........................................1

Any ideas?
 
Are both Chapter 1 and ADMINISTRATION using the same style? For
instance, Heading 1? If so, then replace the (line break) with a
manual line break. SHIFT+Enter.

Then you can create your TOC in a normal manner.
