Either by click-and-drag, or by accessing the folders and shortcuts directly
in:
%UserProfile%\AppData\Roaming\Microsoft\Windows\Start Menu
%ProgramData%\Microsoft\Windows\Start Menu
The first folder hosts shortcuts and subfolders for a particular user
profile, the second folder hosts the global ones. You need administrator
privileges in order to alter the contents of the public folder.
