Customize standard Contact form in OL 2003

I'm trying to customize the Contact form, but every time
I try to open that form in Design mode, the form changes
from the new Outlook 2003 style to an older version. WHat
is going on?

This is expected behavior. The new layout is private to OUtlook. Developers will see the old layout when they customize the form.
