Customize Outlook Today does not respond

Outlook 2000 w/ SP-3

With "Outlook Today screen" attempted to click "Customize
Outlook Today" --no response.

Also "Actions" drop down is empty

Ran Detect and Repair - did not fix.
Any ideas?
