Customize bullets - are not working

I went to Format, Bullets & Numbering, Outline Numbered tab, customized the
one I want to use. Then when I return to the document Heading 1 is centered
and the wrong size. So I go back into Format and check everything and its the
way I want it - where is the glitch, do I need to format something else?
