Custom Toolbars Not Working (Word 2003)

I try creating a Custom Toolbar in Word 2003, One where i can save Custom
letters(Autotext) and send it to outlook for personalization and then send to
the customer. I am able to create this successfully on my laptop with the
same OS (XP SP2) and Office 2003 (SP1). On my desktop it doesnt work. After
I Create it, exit Word, and come back, theres no saved autotext, custom
toolbar, nothing. Im also saving it to the normal toolbar, not the document.
