Custom Toolbars lost when old templates deleted

We've just completed a clean up of old document templates, and now found that
when we open old documents that were created using these templates the
toolbars have gone. I know now that it was because they are in the templete,

BUT what can I do in future to avoid this from happening as there will
always be a requirement at some time to revamp templates and delete the old
ones.. Is there a recommended way a toolbar can by default be included into a
document?
 
You can use the organizer to copy the toolbar into the document, or you can
save the toolbar in normal.dot or a global add-in and it will be available
to all documents.
