Custom slide design

Is it possiible to use a picture as a slide design in which the bullets can
be applied over. If so how would this be done.
 
format > background
Below the little slide image is a drop down menu
Choose "fill effects" > picture tab and navigate to your pic
click apply (for this slide only) or apply to all
