Custom Shortcut Keys

I have always assigned shortcut keys (like Ctl-Alt-D) to shortcuts that I use a lot. Under Win 98 these shortcuts worked no matter what folder I had the item in. Under Win XP, however, the shortcut only works if the item is on my desktop. Even if it's in a folder on my desktop the shortcut doesn't work after a re-boot. It's still assigned to the item, but it doesn't respond.

Any clues as to why this is happening?

Keyboard shortcuts can be assigned to desktop or start menu items. If it is
inconvenient to have the modified shortcut on the desktop, move it to the
Start Menu.
