Custom password filter message

Hello

I have created a custom password filter on the lines of the sample code provided in Q151082 on Technet. My password policy is stricter than what the built-in Win2K 'password complexity' feature provides. However, the message that users see when their password is rejected by the filter is still the default Microsoft message, which could confuse my users. Do you know how I can change the message? Is there a file or registry key I need to edit? I'd appreciate as much detail as you could provide

You can not modify the message.

It is recommended you set up a web page or custom app the users use to make
the password changes that incorporated information concerning your rules.

. Could you help me?
in windows 2000 professional i know my user name but I
forgot my password, do I have to format the hard drive or
can i erase the password and create a new one.
