Custom Message - "Pop UP"

I am trying to create a custom "Pop Up" message

For example, if a negative number is entered into a cell for Accumulated
Depreciation; I would like a message to pop up with the message, "Please
Enter The Accumulated Depreciation As A Positive Amount.

I know this is possible because it does this on another spreadsheet but I
cannot figure out how it was created...Help...?

You need to select the data and then go to Data>Validation... and in the
dropdown select decimal and greater than 0. You can help users by setting
error messages, etc
