Custom Colors missing in CFS3

I have CFS3 installed on my computer, version 3.1a, and am unable to use the
noseart or custom colors option in the game.

The panels appear to be active but when I make the changes to the aircraft
they do not take.

ATI 9700Pro w/CAT 3.17 driver
All other drivers are up to date
WinXP/SP1 w/all patches

Hmm... this sounds a lot like either a coding error in the game or a problem
with ATI's Radeon drivers. The best you can do is verify your game is
running the latest game patch and try different revisions of the ATI
Catalyst drivers. There was a fix in the 3.7 drivers for CFS3 but it was a
"game not launching" bug on Win98/ME.
