Running WinXP Pro at unpredictable times, my system starts
doing weird things - when I move the mouse (Gateway
Generic 2-button), the cursor jumps all over the screen,
casuing windows to open and close. Ultimately, it
stops after a while, and I can go back to normal
operations.

Its like the mouse command que has been saved, and a
pointer to the instructors suddenly jumps to a point far
back in the que and begins executing the instructions again
one after the other.

Do I need a new mouse, maybe?

Sounds like whats happening is some program(possibly spyware or trojan or
virus) is opening these windows, which in turn drains all your cpu cycles
and thus "freezes" the screen momentarily making it seem like the mouse is
jumping. Try this:
Sounds like spyware or a home page hijacker.
