Cursor Color Depth Problems

I'm on a Win2K machine, with a Radeon 7500 and a Dell
Trinitron P1110 monitor. I have the Screen Area set to
1280x1024 and the Color to True Color (32 bit). I have
Microangelo On Display running and every things set to Max
(True, 32-bit, or 16 mil depending on situation). Yet
after all of this I still get only 16 colors on my mouse
cursor. I know this is a very small thing, but it annoys
me since I make cursors and icons but can't use them.
I've also tried to run my PC without On Display but the
problem still occurs.

Is Display properties -> effects -> show icons in all possible colors
checked?

As I said when I provided the XP article. The article implies that this
is "NEW" and "PREVIOUS" operating systems(Windows 2000) did not support
more than 8 bit color for cursors.

Yes, it's checked. I now have the cursors looking good on
XP thanks to the artical but I would like to have it
working good on 2K also.
