ctrl space cannot change the language

ctrl+space does not work!
it can not change tje language eg. from Eng to Chinese Trad
when I press them , it only adds a space to my document!

now I have to press Alt+shift to change language!

The key setting is at

Control Panel > Regional & Language Options > Languages (tab) > Details... >
Key settings.. > Change key sequence
