CTRL+Mouse click always launches a New IE Window

I am trying to figure out how to turn off the feature that makes IE launch a
new window when the CTRL key is pressed an I click anywhere on an IE Window.
We have an application that relies on the CTRL+CLICK to multi-select items
and it interferes with our Web app and I cannot figure out how to turn this
off. I don't even know how I turned this on! Thanks.
