CTRL+ALT+Delete missing menu

Hi,

My CTRL+ATL+Delete in Windows XP Pro used to work fine,
but for the past few months I have pressed it and all it
shows is programs currently running and no other options.
The entire file menu and processes section is gone, and
the only thing that remains are the programs currently
running. (Nothing in the background.) I cant even close
it because the Minimize and Close buttons are gone, too.
I have to right click the icon in the system tray to get
it to work.

Any thoughts on how to fix this? As I said, I have
already reintstalled Windows.
 
Ctrl + Tab to change tabs, Alt + F4 to exit, dbl click a graph body or dialog border to to toggle view mode.
