ctrl-alt-delete at logon

How do I make it so users are required to press ctrl-alt-
delete at logon? I read in an article that I need to have
the classic control panel view on. I did this all, but I
still get the new user configuration page. Any way I can
get the old user editing interface and access this
feature?
 
Start, run, type in: control userpasswords2, hit enter. Advanced tab.
 
To access the original Control Panel applet:
Start > Run... > "control userpasswords2"

To turn on Class Logon, disable the Welcome screen:
Start > Control Panel > Users > Change the way users logon
