ctrl-alt-del window no headings

When I use ctrl-alt-del to close a program the box that
comes up has no headings and there is no way to close the
box after closing programs. I have to reboot to get rid
of the box. Help!
 
Double click the border(outside edge) of the task manager(the box that comes
up). The rest of the menus will now show.
