Ctrl+Alt+Del is...DEAD

Well... it opens what its supposed to, but its...corrupted?! theres no "bar"
on the top, that would allow me to close it or minimize it etc. and I cant
change tabs..cause there are no buttons to do it. so its just basicaly a grey
frame in witch is a white box that shows running processes, and the 3 buttons
in the lower right corner to close them and so on.... Only way to close it is
using Alt+F4

I suspect that a recent virus I had ..well..I had a bunch of them... I
beleve they are gone now, but I also beleve they are damaged windows......

Double-click just inside the frame of the window.

No, it has nothing to do with a virus. You're running in what's called
"Small Footprint Mode." To change back and forth from this mode to
regular mode, just double-click on the border.
