Ctrl-a behavior in Excel 2003

Ctrl-a in previous versions of Excel immediately selected all cells i
the active worksheet.

My office is just starting to roll out Office 2003, and on on
computer, Ctrl-a selects the current region instead of all the cells.
Pressing Ctrl-a once more then selects all the cells.

Is this by design, or is there something odd about this design?

Ctrl-shft-* still selects the current region

As far as I know, it was a design change for Excel 2003.
Annoying, isn't it?

I don't like it also Chip

I was happy with CTRL-* to select the current region
and CTRL-a the whole sheet
