CtHelper Application Error Message

Hi. I keep getting the above message and the prompt to
send it to Microsoft. What gives, and what can I do to
repair the problem?

Also, on another issue, when I click on START, then click
on CONTROL PANEL, then double-click on ADMINISTRATIVE
TOOLS, I should have the option to double-click on EVENT
VIEWER; however, I don't. All I have is EVENT VIEWER
SHORTCUT, which takes me nowhere. How can I correct this?
 
CTHELPER came with your Creative soundcard. Turn it off by using MSCONFIG.
