csv files - size restriction

I have csv file with approx 24000 rows in it but when I view it in Excel 2003
only 23500 rows are displayed.
 
Just a guess---

Maybe when you viewed the .CSV file to see 24000 rows, you saw long lines
wrapped.

So it looked like more lines were actually there.

Does the last line in the text file match up with the last row after the import?
