If you are running FP2000 under Windows XP, this is a known issue with no
fix, other than to set FP to use notepad under Tools | Options | Configure
Editors for .css files or get a 3rd party add-in such as TopStyle.

You must be using FrontPage 2000? This is a problem reported by many with
no fix in sight. A workaround is to edit your css file in another editor,
such as Notepad, or, you may want to try TopStyle: http://www.bradsoft.com/topstyle/index.asp
Or, you could upgrade to FP2003 or FP2003 - the problem doesn't happen in
those versions.
