Crystal Reports causing 100% CPU usage

We use bespoke software to run a large database with MS SQL , this
sits on a Win2000 server, two branches connect via terminal services
with the total of 4 users. The bespoke software is written in VB6
with their own custom controls.
I also write my own software in VB6.
The difference between my software, and the bespoke
software is that I hard code my reports, where the other company
use Crystal reports.
I have noticed that as soon as a report is generated in one branch using
Crystal the CPU usage goes up to 100% which causes the second branch
to run slow.

I have asked the company to change the reports to hard code, but they say
that that's how they produce the reports, and its Crystal that "grabs as
much as it can"

Are they correct?
Would installing the full crystal software help?

I don't get the same problem running a hard coded report via VB.

Any comments would be grateful.
