Go to Start/Run and type services.msc and press OK. Look for the
Cryptographic Service and double click it when found. In the Start Up
section, set it to manual and click the Start button.

Next, open Windows Explorer and navigate to the C:\Windows\System32\Catroot2
folder. Right click the Catroot2 folder and select Delete from the menu.

Try the update website again.

It is a rather misleading message - the service is in fact probably
around

Rename the folder windows\system32\catroot2 and reboot. That will
generate a new, clean folder, and you can then delete the renamed one.
