cryptographic service and activex controls not responding

Hello.

Trying to fix a friends computer..any active pages, like windows.update, receive the error about activex and scripting controls not allowing the page to load. Checked all security settings and the appropriate levels are specified. In putzing around, I noticed that a manual upgrade with a service pack receives the error "unable to verify integrity" of the update.inf file - check the cryptographic service.

Cryptographic service is started, but I'm beginning to think the issues are related. Any hints or advice on how to remedy the situation?

rectifying your problems.

When you install Windows XP SP1, you receive 'The Update.inf file is not
correct'?
Setup Error
The <path>\Update.inf file is not correct.
If Cryptographic Services has NOT been started, you will receive this error.
To resolve this problem:
1. Open a CMD prompt.
2. Type net start "Cryptographic Services".
