cross reference foolishness

Why does Word think that if I'm cross-referencing a Numbered
Paragraph, my first choice for the reference is its Page Number? Why
does it think that if I'm cross-referencing a Table, my first choice
for the reference is to the Entire Caption?

And even if there's some reason for those, why can't it at least
remember which of the options I've chosen for as long as Word remains
open, rather than reverting to its default every time I switch to a
different category of cross reference?
