Critical stop sound when Windows starts

I recently upgraded my PC from Windows 98SE to XP Home Edition. When the
computer boots and I am at the desktop I always get the "critical stop"
sound. The PC seems to be running fine, though.

If I go to Start/Run/MSConfig the PC is booting under "normal startup" and
in the startup tab all the programs are enabled. However, under the services
tab several of the programs are listed as "stopped"

I would appreciate any suggestions as to how to stop the "critical stop"
sound and how to be sure that all the services run.

Control Panel>Sounds and Audio Devices>Sounds tab
Highlight the event, then click browse and assign whichever sound you
wish...

This may be normal as not all service will start with Windows.
