Creating System and User Variables

I figure there must be a way to do this, I just can't discover how.

I want to add some universal (default?) variables. I know how to add user
defined variables to an individual page, but I would like to add variables
like keywords, description, etc. that are automatically added to every new
page rather than having to create them each time.

Set up the new page like you want it and then save it as a template file.
After saving it, it will be listed in the list of templates.
( it is not saved inside your web )

If you have the same keywords meta tag on every page search engines may
apply penalties. Keywords, title and description should be unique on
every page, and reflect the content of the page they are on.

Search engines tend to ignore keywords nowadays for search purposes, but
some do check that the keywords are actually in the page content.
